Here is the entire response, in two minutes. Everything below is in the 326 pages, and nothing below needs them.
Every network here is known. Vodacom has already done the expensive half.
Being famous is the part that costs money, and it is finished. The brief asked the harder question, and it asked it first. Recognition is not the same as relevance. Four operators sit in the same quadrant. Known, and unjoined.
The register almost nobody has ever chosen to listen to.
In our sample, the things young Tanzanians make for each other drew 14.8 million views. The things made about them, the panels and the podcasts and the youth summits, drew 832.
That is not a media budget problem. Nationally it holds: of Tanzania's hundred largest YouTube channels, two are education and one is activism. Eighty five are entertainment, music, blogs and comedy.
The most liked comment we found was not about a product. It was a roll call.
Under a film from 2017, somebody wrote 2025, tupo wangapi? How many of us are still here. Somebody answered nipo. I am here. They are holding a gathering in a comment section because nobody has built them a better one.
VYB does not need better benefits. It needs to stop asking people to join.
VYB is opt-in by design, which is a deliberate and defensible choice. It also means most of the audience it was built for has been asked, and has not joined, in a market running at 159.8 per cent multi-SIM penetration.
Our recommendation is that VYB is repositioned from a membership into a reward layer. Nobody joins. Anybody acts. The action unlocks what VYB already holds. We are not proposing a new youth sub-brand, because a sub-brand is a line item, and line items get cut.
Three roles for Vodacom. One product underneath all of them.
They are not disengaged. They are unrecorded. Three quarters of them work informally, with no payslip and no reference, so they issue their own paperwork in public. Vodacom already holds the record of every one of those lives and has only ever used it to bill them. Turn the meter into a witness.
It was never a short attention span. It was a short bundle. The most watched thing in this country runs sixty eight minutes. Be the network that lets people finish, and put money behind the endings rather than the beginnings.
They are not bad at content. They are playing a rigged lottery. Followers and reach correlate at minus 0.089. One creator, one week, the same following: 412 plays, then 247,900. Build distribution this country owns.
Gonga. Knock to be counted.
We did not invent it. It is already in the comments, and it is already the instruction they give each other. We are proposing that Vodacom answers the knock.
A place to gather, and a machine that keeps it fed.
The four things standing between Vodacom and relevance are somewhere to gather, affordable completion, creator distribution and proof of work. Only one of them has no supplier at all, and it is the first.
Nipo is that place. It works on *149#, so it does not exclude the feature phones most of this audience carries, and it is already option 1 on the menu VYB sits on. That is what turns the reward layer from a strategy slide into a menu item: nobody has to join anything, and the acting happens somewhere that already exists.
The engine is what stops it going quiet. This campaign asks for roughly five hundred original pieces in a year, and no agency makes that centrally at a price anyone signs. One contribution becomes nine finished assets with no second shoot, and the cost per story falls as it scales rather than rising. It is ours, it is licensed separately from the retainer rather than folded into it, and it is not a proposal: it is running now at zaidi.fhstrategy.com.
Between them they answer the only question that matters here. Recognition is bought. Relevance is felt. Nipo is where a young Tanzanian feels it, the engine is what keeps it felt every week for a year, and VYB stops being a membership almost nobody joined and becomes the thing an action unlocks.
An agency that did the work before it had the idea.
We harvested 1,051 comments and read them before we wrote a line. We built the product and put it on a live address rather than a slide. We put the participation system at chapter nine, ahead of the executions, because that is where we lost the last one. And where we cannot claim a number, we say so.
